Emerging Trump Doctrine Points to The Continent's Core Issue: An Alleged Shortfall of Xenophobia?

Throughout his initial presidency, analysts frequently advised that the former president's remarks should be interpreted earnestly instead of word for word. Yet, subsequent events indicate that this approach may have got it backwards.

An emergent American strategic document alongside multiple comments from administration officials, presidential allies, and Trump himself have precipitated potentially one of the most severe challenges for transatlantic unity, the security framework that has sustained peace and democracy in Europe since World War II.

From Burden-Sharing to Cultural Anxiety

Whereas Trump's earlier critique centered on Europe's perceived refusal to fund its own security, his rhetoric has now embraced a significantly more disturbing perspective.

Tinged with racism and a staggering contempt for Europe's political institutions and officials, he has issued warnings about the risk of civilizational erosion on a continent he has rarely visited and has predominantly viewed from the interior of a luxury vehicle.

"A lengthy discussion devoid of clear ideological coherence is nevertheless replete with another element: the muddled anxiety of an older man facing demographic shifts."

A conspiratorial worldview, which has shaped harsh American border and law enforcement approaches, is now clearly to be shaping Washington's understanding of Europe.

A Xenophobic Thesis

From this vantage point, migration from the global south causes a cultural dilution of European societies, rendering them "weak" under "stupid" leadership and paving the way for their demise. It constitutes an openly xenophobic ideology, with the president's allies making clear their support for nationalist movements across Europe.

While the broader theme of this race-baiting is not new, its specific implications for European security are essential to grasp.

In the view of the president and his adherents—including tech magnate Elon Musk, who recently advocated for the breakup of the European Union—all statecraft is fundamentally a deal. But, while the previous argument was about burden-sharing, the new claim is that a decadent Europe is undeserving due to its shift toward diversity.

Weakening from Within

During the conversation, Trump joins these ideas in a kind of wish-fulfillment exercise. He acknowledges that Russia's Vladimir Putin desires a divided Europe. Trump proclaims Europe is weak, and in exposing the fissures in the transatlantic alliance, he objectively helps Putin by further weakening European cohesion—while simultaneously claiming it's not his "fault".

This dynamic is playing out at perhaps the most critical juncture for Europe in decades, with a brutal conflict in Ukraine and escalating provocations elsewhere on the continent.

As European nations cleaves ever tighter to Ukraine amid continuing warnings of American abandonment, the danger is that Trump has rationalized a justifying narrative for ignoring European leaders.

The European Response

These developments requires a robust reaction from European leadership. While some leaders, including Germany's leader, have been blunt in their rebuttals, including the office of UK Prime Minister Keir Starmer—have continued with a strategy of attempting to appease the U.S. administration.

On Tuesday, the UK government refused to criticize the president's remarks about Europe or his renewed attack on the mayor of London.

The spokesperson stated, "The Prime Minister enjoys a productive partnership with the U.S. president and a good working relationship with the London mayor, and is focused on working with both to achieve better outcomes for the British public."

The stark reality is that the president intends his words and says them consistently. It is past time to stop pretending that things are different.
